This Town of Los Gatos Housing Element Update HCD Draft Housing Element is the first comprehensive draft to be reviewed by the California Department of Housing and Community Development (HCD) as required by State law.  The HCD Draft Housing Element assesses the housing needs of all income groups in Los Gatos and lays out a program to meet these housing needs through goals, policies and actions.
